    So we need to decide how we are going to make these ships. I will outline a plan soon, but I would like to hear other ideas as well.

    How about an av-controlled NPC company produces the vessels? This would prevent governments over-extending their colonisation efforts (preventing a swarm of colony ships taking over the hexs too quickly) and allwoing players to focus vessel production on other efforts.

    A company would imply profit-seeking, and Earth's governments are surely capable of pouring over the currency.

    I think a UN-supervised control of the production of these seedships/colony ships will put a easier strain on how we handle things.
